LEVEL 2 – CBRN Operational Application Program

Training • Exercise • Emergency Action Planning

Objective: To equip personnel with the operational skills required during CBRN incidents, including proper use of Personal Protective Equipment (PPE), basic detection awareness, effective notification procedures, command-and-control implementation, and field exercise performance.

Duration: 2 days / 14–16 hours

Learning Objectives

  • Understanding CBRN Hazards:
Distinguish the fundamental differences between chemical, biological, radiological, and nuclear threats, and recognize typical indicators that may be encountered in industrial facilities.
  • Personal Protection Awareness:
Understand core PPE components (e.g., gloves, masks), determine the appropriate level of protection for different scenarios, and recognize equipment limitations. Adopt the NIOSH-based principle of “the right PPE for the right scenario.”
  • Notification & Command-Control:
Identify CBRN incidents at an early stage, initiate the first alert correctly, and activate the institutional reporting chain. Apply command-and-control principles with clearly defined roles and responsibilities.
  • Safe Behavior & Area Management:
Implement non-approach protocols, restrict affected areas, apply basic isolation measures, and reduce risk in crowded environments. Ensure actions align with CEN CWA 17974 standards and the fundamental safety objectives of Chemical Warfare Agent (CWA) awareness frameworks.
  • Detection Awareness & Field Safety:
Develop situational detection awareness in suspicious scenarios, move safely within operational areas, and distinguish between false positive and false negative risks.
  • Scenario Literacy & Decision-Making:
Sequence correct response steps through tabletop and field-based scenarios, and make appropriate decisions during the critical initial minutes of an incident, in alignment with NATO training curricula.
  • Field Exercise Performance:
Demonstrate appropriate field response behaviors—PPE usage, team coordination, and command-control compliance—within realistic CBRN threat or hazardous material transport accident scenarios.

WHY IT IS NECESSARY

Rare But High-Impact Risks: CBRN events have a low probability; however, when they occur, they have a high impact on operational continuity and reputation.

Standard Emergency Plans Are Insufficient: CBRN scenarios require specialized knowledge, training, and rehearsals beyond classic fire and evacuation plans.

A Complementary Element of Corporate Resilience: Training, drills, and emergency action plans strengthen corporate reflexes by complementing existing risk and continuity structures.
